I'd assumed that they were for tourists, and it was a welcome sight to see visitors to the city toodling about happily. But residents can also pay for a yearly subscription that lets you pick up a bike from any location and deposit it elsewhere. Needless to say, the commuters have figured out how to use this to get on a bike at Union station and cut their trip to work.
