I visited Amami Oshima last week, and this is one of the first things I found, just behind a harbor from which I'd catch a fishing charter. They must pour in the concrete then disassemble the cast. (Over and over, as they slowly pave the entire coastline.)
They're used to reinforce the shoreline, preventing wave erosion but also to intercept some of the energy of a tsunami.
