I've finally figured out where there are so many delivery motorcycles racing back and forth outside my building all night. They're using the hill as an unlikely short-cut because there's a single route that goes over it (if you know the area) and you have to drive about 4-5km to get around it otherwise. So, I've bought ear plugs and they're helping.
