As I watch for phone-surfing drivers, I've never noticed someone with a passenger in the car use his phone while driving. All of the phone-surfing drivers were alone.

Three drivers out of 30 cars had their phones in hand this AM - the average hovers around 1/6 to 1/10. That is way, way, too many.
