It turns out that my use of the laundry facilities at the hotel in Tokyo was not covered by the travel expense policy. I had worried that the service was expensive when I used it, but my choices were: 1) use the hotel laundry service 2) wander about in the city with my laundry, trying to find a laundramat where the staff spoke English (and were, for some reason, working at a laundramat!).
The joke's on me, though. The total cost came to Y50169 or $550 Canadian.
