This is off-rush-hour crowding on a local bus. The area is served by a station on the immensely busy Sobu line as well as a secondary station on a local line, but the population of the "city" of KÅtÅ in which Kameido sits (precariously at an elevation of a meter or two below sea level) has a population above 500,000 and a density of 13,000 people per square kilometer. This bus was stopped in a part of a bike lane at the side of an expressway that was marked as being shared with buses.
