This is a dedicated bike lane at the side of a major thoroughfare. Ground-level, six-lane roads are a rarity in Tokyo and I don't recall any dedicated bike lanes when I lived in the city from '05-'10. The cyclist in this photo is not using the bike lane because it was blocked by various cars.
