There is no street parking in Japanese cities. The streets are very narrow because the land is accurately priced and therefor valuable. This kind of tower, distinguishable by its lack of windows and advertising, is a parking carousel tower. You drive your car in through the street-level entrance and your car is
lifted on a carousel. (Also note the truck in the foreground. It's a "lorry" style, meaning not articulated, with a body that's no wider than the cab. There are larger trucks in Tokyo but the size shown here is probably at the 95th or 98th percentile.
